Very well said, John. A very important point is that the charter for the VLCIA should look out for the welfare of the community. And that this notion should be liberally construed.
Great point that while the board may be business people, on the board they act as evaluators and must look critically at the proposals/projects to determine whether the project uses too much of our resources, brings enough employment for the resources used, whether its viable, and whether it is safe for the community.
