Cost overruns already starting for Georgia Power's new nukes

Remember how Georgia Power customers get to pay for cost overruns on the new nukes? Well, the overruns have already started.

A group of nine national environmental groups says that the two new nuclear reactors being built at Plant Vogtle (near Waynesboro in eastern Georgia) are over budget by up to $1 billion dollars. The opponents say Georgia Power's share of the cost overruns is currently $400 million and that may cost ratepayers as well as taxpayers who are guranteeing loans in the billions of dollars.

The nine environmental groups, Friends of the Earth, Southern Alliance for Clean Energy, Blue Ridge Environmental Defense League, Center for a Sustainable Coast, Citizens Allied for Safe Energy, Georgia Women's Action for New Directions, NC WARN, Nuclear Information and Resource Service, and Nuclear Watch South, are also suing:

Powering North Carolina with wind, sun, and water

Here's some hard evidence of FERC Chairman Jon Wellinghoff's assertion back in 2009 that baseload is outdated, we don't need any new nukes or coal, because we can get all the new power we need from sun and wind. This study from North Carolina goes further: we don't need coal or nukes at all.

John Blackburn, Ph.D. wrote a report March 2010, Matching Utility Loads with Solar and Wind Power in North Carolina: Dealing with Intermittent Electricity Sources,

Takoma Park, Maryland, and Durham, North Carolina, March 4, 2010: Solar and wind power can supply the vast majority of North Carolina's electricity needs, according to a major report released today. Combined with generation from hydroelectric and other renewable sources, such as landfill gas, only six percent of electricity would have to be purchased from outside the system or produced at conventional plants.

"Even though the wind does not blow nor the sun shine all the time, careful management, readily available storage and other renewable sources, can produce nearly all the electricity North Carolinians consume," explained Dr. John Blackburn, the study's author. Dr. Blackburn is Professor Emeritus of Economics and former Chancellor at Duke University.

"Critics of renewable power point out that solar and wind sources are intermittent," Dr. Blackburn continued. "The truth is that solar and wind are complementary in North Carolina. Wind speeds are usually higher at night than in the daytime. They also blow faster in winter than summer. Solar generation, on the other hand, takes place in the daytime. Sunlight is only half as strong in winter as in summertime. Drawing wind power from different areas — the coast, mountains, the sounds or the ocean — reduces variations in generation. Using wind and solar in tandem is even more reliable. Together, they can generate three-fourths of the state's electricity. When hydroelectric and other renewable sources are added, the gap to be filled is surprisingly small. Only six percent of North Carolina's electricity would have to come from conventional power plants or from other systems."

Six percent is a small number. That means most coal plants could be shut down, and no nukes are needed.

Solar IS Civil Defense PSA

While /the grid power was out during and after the March F2 tornado (F3 in Lanier County), the lights at our place never blinked, because we have solar panels and batteries. George Mokray has a video that expands on that point.

Solar IS Civil Defense—what we are all supposed to have on hand in case of emergency—flashlight, cell phone, radio, extra set of batteries—can be powered by a few square inches of solar electric panel. Add a hand crank or bicycle generator and you have a reliable source of survival level electricity, day or night, by sunlight or muscle power.

This is also entry level electrical power for the 1.5 billion people around the world who do not yet have access to electricity. Civil defense at home and economic development abroad can be combined in a "buy one, give one" program like the Bogolight (http:// www.bogolight.com) which is a solar LED light and AA battery charger.

Solar IS Civil Defense and could be much more.

I think Lowndes County Emergency Management Director Ashley Tye did a fine job dealing with the tornado. What if beyond the resources he had available we added distributed solar power? In addition to being storm ready, solar also brings jobs for engineers, electricians, truck drivers, and plumbers, and for professors and students to study all that.

Change a few laws, and profit by selling excess power to Atlanta or points north. Add plug-in electric vehicles, and we get less need for foreign oil, so we get improved national security.

Safety, energy independence, and economic development right here at home through solar power!

Fixing the illusion of certainty in Georgia Power's decision-making

Why is it so hard to get a company like Georgia Power or The Southern Company to get on with solar and wind power for clean energy, for national energy independence, and, most importantly to such corporations, for their own profit? Why instead do they keep investing in coal and natural gas and wasting our tax and customer dollars on nuclear financial boondoggles? Why did Cobb EMC back new coal plants until they had their nose rubbed in national shame about corruption and do nothing about solar until their shareholders revolted and changed a majority of their board? We don't even need to wait for that forensic audit the new Cobb EMC board wants to get the big picture. Such companies consider what they're used to to be low risk, and anything new to be risky. Why are they so stodgy, and how do we change that?

These companies have many decades of experience with coal and natural gas, so they consider them less financially risky. (Details like neighbors dying disproportionately from cancer cost a little bit to buy up property, but that's nothing compared to readily predictable profits.) Even nuclear such companies consider not risky to them, since they've got the federal government and their own customers guaranteeing all the financial risk through Construction Work in Progress charges on their bills for power they're not even receiving from the new nukes and agreement from Georgia PSC that cost overruns like those caused by concrete sinking into the dirt can be passed on to the customers.

The illusion of eliminating uncertainty from corporate decision-making is not merely a question of management style or personal preference. In the legal environment that has developed around publicly traded corporations, managers are strongly discouraged from shouldering any risks that they know about—or, in the opinion of some future jury, should have known about—even if they have a hunch that the gamble might pay off in the long run. The U.S. military is already leading us towards renewable energy. The Air Force, for example, has a goal of 25% of facility energy use from renewable energy by 2025, and Moody AFB is helping with that. Imagine if a substantial part of the military's budget was repurposed to implementing renewable energy throughout the country to get us off of foreign oil. Now that would be national security!

And we don't have to wait for Washington or Atlanta to get on with it right here in Lowndes County, for security, environmental preservation, jobs, and profit.

religious groups oppose privatization of prisons. Here is the text of a letter many of them sent to all 50 state governors, joining the ACLU in opposing CCA's recent offer to 48 states to buy their prisons.

We the undersigned faith organizations represent different traditions from across the religious and political spectrum. Our organizations advocate for a criminal justice system that brings healing for victims of crime, restoration for those who commit crimes, and to maintain public safety.

We write in reference to a letter you recently received from Harley Lappin, Chief Corrections Officer at Corrections Corporation of America (CCA), announcing the Corrections Investment Initiative – the corporation's plan to spend up to $250 million buying prisons from state, local, and federal government entities, and then managing the facilities. The letter from Mr. Lappin states that CCA is only interested in buying prisons if the state selling the prison agrees to pay CCA to operate the prison for 20 years — at minimum. Mr. Lappin further notes that any prison to be sold must have at least 1,000 beds, and that the state must agree to keep the prison at least 90% full during the length of the contract.

The undersigned faith organizations urge you to decline this dangerous and costly invitation. CCA's initiative would be costly

Lowndes County Sheriff Chris Prine has also shared his thoughts on the private prison industry:

“If I'm going to house an inmate and if I'm going to be responsible, I'd rather them be in my facility not a private prison,” said Prine. “If I'm going to be responsible for them I want them to be within my reach. the Sheriff's Association feels the same way I do. I'd say the large majority of Sheriff's feel the same way about this. I don't want a private facility handling my prisoners.”

“If those signatures and calls are making any impression on the Authority they certainly don't admit to it,” said Quarterman. “This is another Lofton (Brad Lofton, former Authority executive director) project. It'd be nice if the Industrial Authority represented the community they were located in.”

Who to contact about nuclear vs. solar

Somebody asked who to write about the nuclear costs Georgia Power is passing through to customers. Here's the contact page for the Georgia Public Service Commission.

PSC Commissioner Lauren McDonald has been the most vocal about wanting Georgia Power to do solar. Commissioner Chuck Eaton and Tim Echols have both said in public they want more solar. PSC staff member Tom Newsome tried to get gapower to accept a better nuclear profit deal.

Don Parsons, chair of the energy committee of the Georgia House of Representatives, wants to write an energy plan for Georgia. A real one; not that bogus one from 2006 that nobody followed anyway.

Doug Stoner, Georgia State Senator, has said that Georgia Power wasn't building nuclear plants with private money; they were using public money, and that even a public utility is a subsidy. So it appears he gets it.

Scott Holcomb, Georgia State Representative, wants a state energy policy, and has said:

Our lack of an energy policy is an absolute Achilles heel of our national policy.

So we should get on with a real energy strategy for Georgia.

Calderón contra la Guerra de las Drogas?

Juan Carlos Hidalgo wrote for Cato 20 September 2011, Calderón Hints at Drug Legalization Again,

Mexican President Felipe Calderón seems to be experiencing a dramatic change of mind regarding his war against drug cartels. Soon after a drug gang set fire to a casino in Monterrey a few weeks ago killing 52 people, Calderón told the media that ”If [the Americans] are determined and resigned to consuming drugs, they should look for market alternatives that annul the stratospheric profits of the criminals, or establish clear points of access that are not the border with Mexico.” Many people interpreted that as a veiled reference to drug legalization.

The referenced story by Julian Miglierini 1 September 2011 for BBC News also said the Mexican president went farther: Monterrey attack: Game-changer in Mexico's drugs war?

Hours after it took place, the president described it "as an abhorrent act of terror and savagery" and later said the authors were "true terrorists".

When you think about the billions or trillions the U.S. and other countries spend against terrorists who cause less damage than the Mexican drug cartels, he could be indicating that priorities are misdirected.

Last week, the ACLU of Georgia submitted comments to the Bureau of Prisons (BOP) to ask that the agency not renew its contract with Corrections Corporation of America (CCA) for operation of the McRae Correctional Facility.

McRae is located in Telfair County, Georgia. The prison is owned by CCA, which purchased it in 2000. McRae currently houses a population of low security, adult male, primarily non-citizen prisoners. The contract between CCA and the BOP is set to expire in November 2012.
