Scorecard on Internet and Energy at the Bird Supper

On the 27th of February I posted Internet and Energy at the Bird Supper and Gretchen and I went to the Bird Supper in Atlanta and discussed those four bills with legislators. Our local elected officials were lobbying on the same side of many of the same bills. It's past crossover day now, when bills are supposed to be approved by one house of the Georgia legislature in order to be taken up by the other. How did that come out? We all beat the mighty telcos and cablecos on two bills! But Georgia Power is even mightier, and won on two bills. Plus one legislator's name is connected with 3 out of 4 of those bills. And our local delegation cancelled itself out on the one vote that actually went to the floor.

And there's good news from the legislature!

Internet and Energy at the Bird Supper

Dear Bird Supper attendees,

Two things could greatly help south Georgia: better Internet access and solar power. You could help stop two telecommunications bills and help pass two energy bills for jobs and education in south Georgia.

Internet Access: help stop two telecommunications bills

The local Industrial Authority, Chamber of Commerce, Valdosta City Council, and Lowndes County Commission have recently realized that fast Internet access is essential to attract businesses, for their employees to work at home, for applicants to apply for jobs, for students to submit assignments, and for general quality of life.

• HB 282 against muni broadband
  This bill would prohibit local governments from providing Internet access if any local census block has 1.5Mbps access. Localities may or may not want to do it themselves, but they shouldn't be prohibited from using this option now that it is obvious to everyone that the commercial incumbents are not doing the job. Legislators please vote this bill down.
• HB 176 for higher cell towers with less local government oversight
  This really bad bill would let cell telephone companies build towers wherever they want to at any height, taking away local government power to regulate that. It could even let private companies exercise eminent domain. Legislators please vote this bill down.

Energy: help pass two energy bills

Solar power can be a distributed source of jobs in south Georgia. Antique laws and a subsidized nuclear boondoggle are hobbling solar power.

• GA SB 51, The Georgia Cogeneration and Distributed Generation Act
  Senator Buddy Carter has introduced a Senate bill for the current session of the legislature, SB 51, "The Georgia Cogeneration and Distributed Generation Act of 2001". It attempts to fix Georgia's special solar financing problem, the antique 1973 Territorial Electric Service Act, which says you can only sell power you generate to your one and only pre-determined electric utility, at whatever rate that utility sets.
• HB 267 Financing costs; construction of nuclear generating plant
  Stop Georgia Power from charging customers for cost overruns for Plant Vogtle, already 15 months behind schedule and a billion dollars overbudget for power that nobody has received, yet Georgia Power has already billed customers about $1.7 billion. Bipartisan cosponsors are Jeff Chapman (R—Brunswick) District 167 and Karla Drenner (D—Avondale Estates) District 85. This boondoggle on the Savannah River is what Georgia Power and Southern Company are doing instead of deploying solar inland and wind off the coast.

And now a word from the only person in the room at the the Industrial Authority 19 February 2013 with actual experience in bringing Internet broadband access to new areas, invisible behind the camera but clearly audible, Gretchen Quarterman:

I'm super-excited about the whole broadband thing, because you know that's near and dear to our heart, and our background.

But please be very careful about the buill that's before the legislature that will prohibit municipal Internets. Right now the legislature is trying to take off the table muncipal Internets. And I think that a municipal Internet would be a really great solution here. So let your legislator know that's a bad idea; they shouldn't take that off the table from us.

That's HB 282, in opposition to which Amy Henderson of Georgia Municipal Association said:

Broadband is economic development.

Gretchen continued:

At the Chamber's annual meeting when a local speaker stood up she talked about the that's doing really well right now is agriculture and I'm pleased to announce that the South Georgia Growing Local Conference will be here in January of 2014 the last weekend, a Friday and Saturday. It's an equivalent of the Georgia Organics big conference that they have in Atlanta. Except that it's for south Georgia local growers, farmers, homesteaders. We just were in Reidsville this last January and Lowndes County is going to have it next year.

And the whole series of South Georgia Growing Local Conferences (this will be the fourth) has been organized largely online, in yet another use of Internet access for economic development, in this case sustainable local development.

OK, one more: Rotary Clubs need broadband.

How to get fast Internet service —Susan Crawford

Susan Crawford has a plan for getting us fast Internet access for jobs, community, education, and health care.

Susan Crawford wrote for Wired 2 October 2012, We Can't All Be in Google's Kansas: A Plan for Winning the Bandwidth Race, about how the incumbent telephone and cable companies that provide our Internet access aren't going to help:

They have no incentive to do so. Because they never enter one another's territories, they don't face the competition that might spur such expansion.

Instead, incumbent internet access providers such as Comcast and Time Warner (for wired access) and AT&T and Verizon (for complementary wireless access) are in “harvesting” mode. They're raising average revenue per user through special pricing for planned “specialized services” and usage-based billing, which allows the incumbents to constrain demand. The ecosystem these companies have built is never under stress, because consumers do their best to avoid heavy charges for using more data than they're supposed to. Where users have no expectation of abundance, there's no need to build fiber on the wired side of the business or build small cells fed by fiber on the wireless side.

If the current internet access providers that dominate the American telecommunications landscape could get away with it, they'd sell nothing but specialized services and turn internet access into a dirt road.

So what is her plan?

Rep. Austin Scott (R GA-08) @ VLCoC 2013-01-10

Ron Borders introduced Congressman Austin Scott (R GA-08) who made some remarks on the front porch at the Chamber of Commerce Thursday 10 January 2013.

Bookended by some formulaic remarks about debt (without mentioning that it's already mostly solved), the Congressman noted he is on the Committee on Armed Services. He said there is no current BRAC (Base Realignment and Closure Commission), although one has been asked for. He said a BRAC wouldn't do anything for near-term debt, anyway (but he didn't say anything about ending the war in Afghanistan or stopping funding for un-needed weapons systems as ways of saving money).

He said he is the chair of a House Agriculture Subcommitee (Horticulture, Research, Biotechnology, and Foreign Agriculture). He said he was for research, for the agricultural extension, and for agricultural exports.

Net zero school in Bowling Green KY

Why stop with solar Lowndes High or VHS? Why not have all our elementary and middle schools generate more solar electricity than they use, and change their power bills into profits to help pay for education? A school in Bowling Green, Kentucky is already doing that.

Chuck Mason wrote for bgdailynews.com 22 December 2012, ‘Net-zero’ school pays off,

The district received a check for $37,227.31 this year. The Tennessee Valley Authority paid the school district for electricity it generated. The school district doesn't have a power plant, per se, like the utility company. But it does have an energy producer, the first “net-zero” school in the nation: Richardsville Elementary School.

The check is tangible evidence that net-zero pays for itself and then some.

“It has exceeded expectations. We're seeing a savings of millions of dollars in energy costs,” state Rep. Jim DeCesare, R-Bowling Green, said of the net-zero schools concept developing across the nation.

This is the same Bowling Green, Kentucky that has fast Internet access. Maybe that's another reason the Chamber might want to consider comparing Bowling Green and Warren County to here.

Videos @ LCC 2012-12-11

Moody and the Chamber won, rural residents got wasted, and taxpayers still didn't get to see a single thing the Lowndes County Commission voted on last night in 45 minutes (very long for them) in front of the biggest audience I've ever seen there.

They appointed John "Mac" McCall to ZBOA. They revised the alcohol ordinance with some unspecified "changes to the fee schedule", and added another alcohol restriction to the Lake Park rezoning before approving it. They approved the solid waste ordinance and granted a waste collection monopoly to a company from New York City despite all known public input being against it. Two more people spoke against it in Citizens Wishing to Be Heard. Gretchen Quarterman recommended adding all the appointed Boards and Authorities to the county's calendar. Commissioners accepted applicant's withdrawal of the rezoning request near Moody AFB and tabled indefinitely the related zoning code amendment. They approved rezoning for the Naylor Dollar General. Commission approved four Decorative Lighting Special Tax Districts (forgetting it was supposed to be a public hearing), and a refund for one that wasn't. Danny Weeks got approved a new netclock and new phones for the 911 center, and he and his staff got an award. The library railroad continues, the bonds renegotation was approved with about $2 million savings and some legal questions, the Annex has asbestos but they'll deal with it, and after Friday's demolition ceremony there will be a going-away reception for Chairman Paulk, and Bill Slaughter will be the new Chairman. You missed all that and more at yesterday's Commission meeting.

Chamber of Commerce vs. County Commission Re: Moody AFB @ LCC 2012-12-11

Dear Chamber Member,

Our Chamber recognizes the $448 million economic impact Moody Air Force Base has on our regional economy each year. We meet with Air Force officials at the Pentagon annually and ask them, "What else can our community do to protect MAFB from the next BRAC?" The answer, every year: prevent encroachment, and the best way to do that is by protecting the Military Activity Zone (MAZ).

Today (Tuesday, Dec. 11) at the Lowndes County Board of Commissioners meeting there are two agenda items that could put Moody at risk.

Spot zoning for a proposed densely settled subdivision in the MAZ is an invitation to other developments and inherently sets a precedent. It's a very slippery slope. How will the County tell the next one "no"?

The second agenda item would change the zoning ordinance to allow even more densely settled neighborhoods in the MAZ.

One of the reasons we've been able to keep MAFB here

for more than 70 years is because MAFB can be utilized for a number of types of missions, largely because of the protected activity zone. Both agenda items, if passed, could increase encroachment into the MAZ and could very well limit MAFB's future mission possibilities.

Another Georgia community (Warner Robins) is actually using taxpayer dollars to buy back residential properties in their military activity zones as a result of their failure to prevent encroachment.

The Planning Commission voted unanimously to deny this subdivision, and to deny the proposed changes to the MAZ that would allow more dense residential development. The County Commission should vote to deny, too.

The Chamber's GAC Executive Committee voted unanimously to oppose actions that allow encroachment and weaken the MAZ. The Chamber encourages our members to contact our County Commission members to let them know how you feel about protecting MAFB. The Chamber encourages our members to attend the County Commission meeting at the Dec. 11 meeting at 5:30 p.m. at the Administation Building.

Rezoning near Moody: fire code would prohibit a single entrance @ LCC 2012-12-10 @ LCC 2012-12-10

Commissioner Crawford Powell may have found solid grounds to deny the proposed rezoning for a development near Moody AFB, he revealed at this morning's Work Session of the Lowndes County Commission.

County Planner Jason Davenport explicitly linked this rezoning case,

7.a. REZ-2012-17 Lowndes Development, LLC, Davidson Rd MAZ II and MAZ III to R-10, County Water & Sewer, ~23.49 acres

to the zoning text code amendment on the same meeting agenda.

7.d. TXT-2012-02 MAZ II Residential Density

He also mentioned the TRC (the Technical Review Committee composed mainly of Lowndes County and Valdosta staff) had a split vote on this item, although he didn't say how it was split. And he said the Commissioners had the Planning Commission recommendation before them, although he didn't mention the Planning Commission recommended against.

Commissioner Crawford Powell brought up a good point:

The fire department and the TRC say in the notes that it fails to comply with fire rescue ingress-egress requirements.
